Have you run any of the optimising scripts like dx9frames? there are settings to disable facial animation, so verify you haven’t done that yourself, r_dynamic, r_teeth, etc I believe

It's regular low settings (models, textures, and shaders are set to "low"), without configs, and I have r_dynamic and r_teeth set to 1. However, when I switched models quality to High, facial animations returned back, so it looks like only low quality models don't have them. I don't know is it a bug or not.
