Please describe your issue in as much detail as possible:

I expect one button press or action activation to send one scroll event in any case that it would send one keypress. Instead, it sends two, only if the action is set to scrolling.

Steps for reproducing this issue:

  1. Plug in a steam controller, and reset the desktop controller profile in steam.
  2. (optional) use xev or minecraft, or something else that uses the scroll input for an obviously discreet action.
  3. Compare scrolling with mouse to scrolling with controller (twice as many events come from the controller)
