I am having a very similar issue but I think I may have narrowed it down a bit.

I can pretty much 100% reproduce this unresponsiveness and subsequent crash. It happens if a controller is connected after Steam has been open. On a fresh boot, Steam will open at startup, as soon as I connect a controller (controllers tested are the Steam Controller and the 8bitdo M30 Wired Controller for Xbox, both have the same behavior) and then launch a game, Steam will become completely unresponsive, sometimes not even launching the game before crashing, other times the controller works but the overlay won't come up, other times the controller just doesn't work, but it always starts the same, and ends in Steam crashing.
If I don't connect a controller, and start a game, everything is fine. If I close Steam and then connect a controller before re-launching Steam, and then start a game, the crash is prevented and everything is fine. If I prevent the initial crash and leave that controller connected and launch a different game, everything is fine. If I prevent the initial crash and disconnect that controller and reconnect it or connect another and launch a game, everything is fine.

I have this same issue. Connecting the steam controller makes steam silently screw itself and then become completely unresponsive even in the system tray. This only happens when the controller is connected after steam is opened.
using nixos, same issue, at some previous version this was not happening, using latest unstable - UI becomes unresponsive, tray icon works, and steam properly restarted
I found a small workaround. If you just hit the guide button to go into big picture mode, everything works. Still inconvenient if you don't want to use big picture mode though.

Does toggling fullscreen fix the UI for you? I have the issue you described (not related at all to the Steam controller).
The UI just freezes. The only way I found to recover is toggling fullscreen.
I'm on i3 window manager.

If Steam is running for longer periods of time, after connecting Steam Controller (2026) and opening a game, Steam can become unresponsive. If that doesn't happen at that point, it can happen during the game's loading or after playing for some time.
Steps for reproducing this issue:
EDIT: Also I'm not sure if this is normal behaviour or a part of the problem, but after clicking on the Steam button on my Steam Controller, it takes between 100 ms to 3 seconds to turn on and between 1 to 30 seconds for my Desktop Layout to apply (for example: I have Trackball Mode disabled on my right trackpad, but it's still enabled for the random amount of time until my settings automatically take place)
EDIT 2: I've noticed a Steam (and subsequently game) crash that happened when I was alt-tabbing between a game and browser while the controller was turned on.
I think the problems I've described could be the result of something going wrong when controller settings are changing (layout from a specific game, to a desktop layout and vice versa).
This crash doesn't happen consistently, just very rarely.
