[CS: S] Langauge always set back to English after saving options

The ingame options only list "English" as available language. If I start the game in German and go to graphics options and save them, the game asks me to restart to switch to English. I can't choose another language ingame - only outside.

The in-game language drop down is just for the audio language and doesn't work on Linux (and will be removed in the future). This is a dup of #354. You have to choose the language in Steam.

Why does it change my language back to English if I close the options dialog regardless of language settings then?

This is not a dup. I've got this message (about language change) after every options change, even if I already do that.

Confirm.
Steam set Russian lang.
CS:S set Russian lang.
Change any setting property, game showing dialog "Please restart game, changed language... blah-blah"
If click "Restart" then game restarted and change to english language.
Else click "Close" game not change language.
