Steps for reproducing this issue:
On Steam Deck, the Manage Hidden Games option does not open the hidden games list when the device has no collections.
When I hide a game and then go to Steam → Settings → Home → Manage, Steam does not show the hidden games list. Instead, it takes me back to the main Library screen showing non-hidden games.
The issue appears to be tied to whether any collections exist. If I create at least one collection, the Manage Hidden Games screen starts working correctly and shows all hidden games, even though the hidden games are not part of that collection.
Expected result:
Manage Hidden Games should show hidden games whether or not any collections exist.
Actual result:
When there are no collections, clicking Manage sends me back to the main Library screen with non-hidden games.
Workaround:
Creating at least one collection makes Manage Hidden Games work again.

Make sure the Steam Deck has no collections.
Hide a game.
Go to Steam → Settings → Home.
Click Manage to view hidden games.
Notice that Steam returns to the main Library screen and shows non-hidden games instead of hidden games.

Create a new collection.
Go to Steam → Settings → Home.
Click Manage.
