Steps for reproducing this issue:
From the "Home" menu, press "STEAM" in the bottom left corner.
Select "Settings".
Tap your currently selected language in the top right corner.
Tap your currently selected language from the presented picker.
Attempt to scroll down the page using the touchscreen.
Wait about one second.
The page scrolls back to the top.
This can be reproduced on any settings screen on a brand new device. My guess is that a repeating timer of some kind starts when a field is focused and ensures that it is visible on screen by scrolling back to it. My proposed fix is to disable that timer whenever the settings screen is scrolled using the touchscreen.
