Please describe your issue in as much detail as possible:
It started occurring just today for seemingly no reason, and the only thing I have been doing for the entire day is attempting to set up a VPN, implying that I rarely, if ever, opened up steam. It doesn't matter if I launch the client from the console or desktop shortcut, after loading for a couple of seconds it refuses to display anything and keeps running in the background. Resetting isn't an option. It did launch eventually, after approximately 30 minutes of waiting, but my games didn't work as well, so i attempted restarting my computer in hopes it fixes anything, didn't help.

SOLUTION
The answer partially lies within the issue form itself. For some reason a utility that helps me access blocked resources in my country made steam freak out, turning it on and off helped. I don't know how it happened, considering that the last time i enabled it was lots of hours before everything broke, and I was working with an unrelated VPN service at the time, but I could've figured out the cause of it sooner. After all, the client worked, it was just slow as hell, hinting towards connection problems. Welp, I hope this helps someone in future
