Please describe your issue in as much detail as possible:

Using a footpedal for push-to-talk purposes. Pressing it generates a F24 keypress.

Joining or being joined in a Deadlock party, pressing F24 instantly crashes steam with the following interrupt:

Most likely be related to #12661, #12405, but it's not easy to tell if they are exactly the same issue as they came to different conclusions on the solution.

Steps for reproducing this issue:

1. Set a peripheral to generate a F24 keypress, mice and keyboards often have this functionality. (Macros, configurable buttons).
2. Open Deadlock, join a lobby with a friend, or have the friend join your lobby.
3. Press F24
4. See Steam crashed with an abort, and deadlock frozen.

Workaround:

I've set my foot-pedal to use the Keyboard Select (0x77) key, another very unutilized key and it no longer crashes.
