Controller layout erasing itself after a few seconds, appears to be linked to the client channel not OS update channel

Steps for reproducing this issue:

1. Switch to Steam client beta
2. update system
3. Select official controller layout (Desktop Layout)
4. Everything works as expected for a few seconds
5. Manually check controller layout & everything is blank

Issue can be resolved going back to Steam Stable
