After opening the settings dialog, I can no longer use the library, interact with the tray icon or perform any other actions. This happens consistently. Already open pages will continue to partially function until they are closed. Steam may sometimes return to normal operation after a ridiculous amount of time (at least 30+ minutes in my experience, but often more).

Steps for reproducing this issue:

1. Open settings
2. Close settings
3. Try to do anything
