SteamVR link does not work on SteamRT3 client on steam machine

Please describe your issue in as much detail as possible:

SteamVR latest beta (tested stable, same results)
SteamVR link on steam machine with the RT3 client does not work. The app may launch initially but the moment a VR headset (quest3s in this case) tries to connect steamVR hangs, and occasionally shows an error message

Some of the logs I had gotten included:
unable to connect to pipe errno=111
could not create inerface to driver vrlink
Unable to load driver oculus. Primary driver shared library not found on filesyste,
SteamVR Fail (-201)
Failed to set SteamVR as an available runtime

with the most damning for me that the issue was causes from RT3c being:
(vrstartup-linux)
ld.so object (path to steamrt32/gameoverlayrenderer.so) from LD_PRELOAD cannot be preloaded (wrong ELF class: ELFCLASS32)
steam runtime/run.sh no such file or directiory

Not using steamRT3 client instantly worked (for some games)

Steps for reproducing this issue:

  1. Use steamRT3c
  2. Connect wireless VR headset via steamlink
  3. Attempt to connect to steamVR

I've also just had a lot of issues with steamVR on steam machine in general.
Apps launching completely take over all gamepad input, making the game mode interface unusable (really bad)
Games launching (or taking a while to) but not displaying unless "play" is clicked on the steam game mode UI (which will also cause issues)
The gamemode interface "restarts" everytime a headset connects (which makes sense for passwords but less sense with how it suddenly causes the login video to appear again) along with the headset UI and the game mode UI to cause weird interferences with eachother (selections not working or not being able to see some UI in each view)

and idk where to report this but hl:a just does not work consistently if at all. Launching the native build for the first time was fine (outside of image corruption on flat screen mirror) but it never launched again, causes hangups, gpu resets, hard system crashes, and more. Tried the proton build which also worked fine for a bit until it started to have issues launching and had other problems like controllers disappearing
