For clarity: if you type a shift-based or punctuation character at the beginning of your text, it doesn't work, but after the first character, it does... except when entered into console. Correct?

I'm having the same issue. Some characters don't show up in the "say" on the top left corner (but they are really here, they can be seen in chat if you press enter), and some others just don't show up at all anywhere.
Same problem here. I can't type anything in say/say_team while holding shift down. I can type in the console without problems.

Confirmed in Windows 7 as well.
After opening messagemode/messagemode2 chat inputs, using shift+key will cause all following inputs to become blank in the chat input line, including after you release shift.
You can confirm this by typing something like "asdfASDF1234" in the chat box, everything after the first "asdf" will be blank, but if you backspace to before your first shift+key input, it will allow you to type correctly again. (lowercase/non shifted inputs only)
Also "asdfASDF1234" becomes just "asdf" if you actually send the chat.
I can confirm this. It did work before, but got broken after an update.

The problem is still persisting.
As you can see on the top of the page, it's going to be fixed in the next release, which I guess will be today.

After this update : Fix say and say_team commands using wrong characters on non-US keyboard layouts
If i type "text.,l;" it works.
If i type ",.;" it doesn't press anything.
If i type while holding shift and pressing ";\8546" it also doesn't work.
If i type in the console "say :D" it will work.
So the thing is , i can't type in chat with Y bind while holding SHIFT, i can't even put "?" .
