Please describe your issue in as much detail as possible:
Expected: Properties → Installed Files → Move install folder (and Settings → Storage → Move) moves a Proton game or tool from one library to another.
What happens: Every move involving a Proton prefix runs to ~90-99%, then is cancelled and rolled back. Native Linux games (e.g. Factorio) move fine between the same two libraries.
Destination library: ~/.local/share/Steam (btrfs, NVMe, the default library)
Proton: 11.0-100 (Proton - Experimental)
The failing file is the fake Intel driver DLL that Proton 11 places in every prefix: pfx/drive_c/windows/system32/DriverStore/FileRepository/igd_faux.inf_1/igd10iumd64.dll (35867 bytes)
There is no file at that path on the destination before the move. After the rollback, compatdata/<appid> doesn't exist on the destination either. On the source it is a plain file (mode 644, 1 link, owned by my user, not a symlink, no case-only duplicates).
It's a race with the pre-move step, which runs Proton on the prefix while the move is in progress:
First attempt (RuneScape: Dragonwilds): the sibling file igd_faux.inf_1/igdext64.dll got an mtime of 15:40:47, 8 seconds after the move started (15:40:39) and right after Finished uninstall script before moving folders. The igd_faux files are rewritten mid-move. The mover then finds igd10iumd64.dll already at the destination and refuses to overwrite it.
Second attempt, after I staged the prefix on the destination by hand and renamed the source prefix out of the way: at the second the move started, Steam created a brand-new prefix on the source (config_info, pfx.lock, tracked_files, 375 MB, all timestamped at the move start). The move then failed on compatdata/1374490/config_info, and the rollback deleted the prefix I had staged on the destination. The saves survived only because I kept a renamed copy of the original.
Moving Proton Experimental itself (AppID 1493710), which has no game data, fails the same way, on compatdata/1493710/…/igd_faux.inf_1/igd10iumd64.dll (screenshot above). In the same batch, Steam Linux Runtime 3.0 (sniper) reported Update required (Failed to start move), which is a separate, expected message (it had a pending update).
Workaround that works: close Steam, then move steamapps/common/<dir>, steamapps/compatdata/<appid>, steamapps/shadercache/<appid> and appmanifest_<appid>.acf to the destination library by hand, and start Steam. This worked for both RuneScape: Dragonwilds (44 GB) and Proton Experimental.
Set up two libraries: an ext4 HDD library and the default btrfs NVMe library. Install a Windows game in the HDD library and run it once with Proton 11.0 (Experimental), so its prefix contains DriverStore/FileRepository/igd_faux.inf_1/. Or simply have Proton Experimental installed in the HDD library.
