This is a side effect of the save bug that appeared in the last couple of days. Try with a brand new save to reproduce this issue.
Thanks. But it's not a an isolated issue. It happens with every save/load once the level "Office Complex" has been reached. Unless you are positive that it is a known issue with a save bug that is being fixed I don't think this should be closed. I am concerned because your suggestion suggested to me this wasn't an important problem and is easily fixed by re-loading and saving. I have not found this to be the case.
This exact issue was fixed by an update. Bring down your game console and type "version", you should have version 5950 or newer to have this fix. If you can still reproduce the problem then type "status" into the console on a level that has the problem and send me the output please.
I think I may see the issue here, the cloud setup for HL1 isn't copying all the required files. Can you post the output of your valve/SAVE folder please.
With 5951, and yes, I save a lot:

huh, that looks reasonable. Can you zip those files up and post a link here so I can download them please.
Locked out of my OpenSSH session, so I'm sharing it here: https://docs.google.com/file/d/0B9ETFIKwZ31ZN05WVUJZd0dnTUU/edit?usp=sharing
Where are the saves file typically stored on a Linux system?
If you were in the beta from the start, they would be in ~/Steam/SteamApps/common/Half-Life/valve/SAVE/
Later on the library was moved, so ~/.local/share/Steam/SteamApps/common/Half-Life/valve/SAVE/
Okay. I found my saves. Now, how do I upload them here?

Archive them and upload to a place we can download from. Alfred will appreciate extra data in his quest for a fix.
I've already wrapped up and compressed the SAVE directory. Is there a way I can upload them here?
Okay, I believe I have the fix, delete *.HL? from your SAVE/ folder locally and test if that helps.
I deleted all the files ending with .HL? in the SAVE directory and it didn't help. The level Office Complex is still not loading in a playable way. The only way I can get anywhere in the game once that level is reached is to not die until I've gotten past that level. Since this problem is only on this level (so far) I would assume it's something with the map files. Once you play past a bad map file the problem goes away. I'M not certain at what point the problem left. To be save I didn't issue any saves until I got to elevator shaft latter just before getting to the level "We've Got Hostiles".
I deleted all the files in the SAVE directory that matched *.HL? (any file that ends with .HL + any one character) and it did not fix the problem. I don't mind that this thread is closed but I don't think it should be closed unless the problem is fixed. I don't see a reply so I'M assuming that nothing has changed. Has the problem been fixed? If not why has it been closed. I just don't like the idea of playing through the game and taking the time to report bugs and having that effort ignored.
I have just verified that this problem has not been fixed. After the game updated I loaded a save on "office complex" and I am experiencing the same problem. It get a small picture in the center of the screen of where you should be starting on at the map. It's as if the came is outside the wall of the map looking in at the position of the where the player's camera/player should be upon loading. The rest of the screen is solid black. When you move the mouse it draws the outline of the image anywhere and everywhere you move the, it acts like a giant paint brush and the brush being a snap shot of your load position on the map.
Please manually start on the map and create a new save, the ones you currently have are corrupted (due to a since fixed issue). To find the map to load, run your current (broken save) and then bring up the console and type "status", then type "map " where the map name comes from the output of the status command. Then try another save, if you can still reproduce the issue then please post details and the save on this thread.
I did as you suggested. The elevator door to Office Complex wouldn't open after going to the map manually. So I loaded a little further back worked my way to Office Complex and created a few new saves. After loading the new saves I was unable to reproduce the problem so hopefully it's fixed. Thanks.
Thanks for going to that extra effort @garrett85 !!
I just deleted all of my save files, validated the game cache, started a new game, quicksaved on the tram at the beginning and then quickloaded. Same bug again, loaded up outside of the map. I'm going to delete it all and move it to the main Steam library in my ~ and see if that helps.

Edit: I think that might have fixed it. I deleted every HL game from Steam and then manually removed all Half-Life folders. They kept regenerating into the location of the original HL install until I had them all removed, even the ones on different Steam libraries. Finally after removing everything and redownloading it seems to be gone. Will play through until Office Complex and will reply again if the issue is still there.
Nothing extracted yet.
When loading a save game on the level "Office Complex" the camera appears to be set outside of the map. When you move the mouse to look around you continue to see the portion of the map on screen but it draws the edges over the rest of the screen. I was going to post a screen shot but it only captured a solid black screen. I do not know if this problem will continue to other levels or not but so far Office Complex is the only place I am finding this issue.
