[CS:S] Wrong keyboard layout

My keyboard is azerty, but it is recognized as qwerty in Counter Stirke: Source.

I tried changing Steam's language to english / french without success.
I tried changing CS:S' language to english / french without success.
I tried changing LANG to en_US.UTF-8 / fr_FR.UTF-8 without success.

Keys can be rebound manually, but buy/team menus only work with numeric keypad (alphanumeric keys do not work).

One update about buy menus: it works fine when using [SHIFT][KEY], but not [KEY] in caps lock mode.
