Using Debian Wheezy 64bit with Cinnamon from Debian Unstable I do not experience this behavior.
Using Cinnamon 1.6.7 (from AUR) on ArchLinux 64 bit. I do not experience this problem either.
Having the same problem. System: Ubuntu 12.10 64Bit with Cinnamon 1.6.7, AMD HD 6850.
Has anybody reported this to the Cinnamon folks? This seems like a Cinnamon problem and not a Steam problem (Unity works, it's mentioned above that XFCE works).
Using Mint 13/14, I haven't had the issue occur.
I am running Ubuntu, with Cinnamon and the same thing happens. The pop up is under the task bar, meaning I can't read half of it. Running Ubuntu 12.04 64Bit, Nvidia 560M, with 310.19 Beta Driver. Issue is the same without drivers as well. Please fix guys at Valve!
@RussianC: that is a different issue than the one he is mentioning. That issue is actually a Cinnamon issue where notifications appear behind the bar. They have a report on their github regarding it.

Is there still a Steam issue here or is this entirely a Cinnamon issue?
Using Cinnamon 1.6.7 on Gentoo Linux with an nVidia 460GTX here, I have not seen this issue. It is my opinion Cinnamon on AMD graphics is the common theme to this problem, primarily being an AMD problem.
Because Cinnamon is such a young DE, it hasn't had years of workarounds to hide away this kind of problem.
Regarding the second issue reported by @RussianC, that was reported to the folks at Cinnamon (as I mentioned above).
I have not ever been able to reproduce the corrupted windows with the Nvidia proprietary drivers.
OK, closing pending information that suggests a Steam issue.
I just downloaded ATI's newly released 13.1 drivers and lo and behold: it now works fine in Cinnamon. There wasn't any mention of this in the release notes though.
On the other hand. Both Serious Sam 3 and Team Fortress 2 now give me black screens. But that's a whole different issue.

Trying to use the Steam client on Linux Mint 14 Cinnamon x64 is impossible. Any windows that pop up are all corrupted and nonresponsive. This also affects the main window. What is shown appears to be remnants of the previous renderings of the screen. I can see parts of older/other renderings of the screen.
Trying to get rid of the windows with a kill SIGTERM doesn't work. kill SIGKILL does get rid of the Steam process but the windows are still there. Restarting Steam from that point on is impossible. Only a complete system reboot gets it working again.
The corrupted windows I found so far: the Steam Guard window, Install Game windows, Install Flash window.
I've switched to XFCE for another attempt at using Steam and so far no window has been corrupted and the program appears to work just fine.
