I'm opting into the beta program via Steam -> Settings -> Account -> Beta participation: -> Change... -> Steam Beta Update.
This would be issue #19, unsure why the game would load fully when you’re out of the beta.
That does seem like a similar issue. One thing that's different is that I don't get any sound. Also in that bug it says that it should work with the Intel HD 4000, which is what I have. I'm compiling the latest version of Mesa right now (9.0.2), I'll report back with any changes.
Well, I installed the latest stable Mesa and there was a Steam update. I don't know which one fixed it, but it seems to be working just fine now.

When you try to launch Team Fortress 2 when opted in to the beta program, it black screens. If you launch Steam from the terminal and kill the process, you get this error:
32Can't find background image 'materials/console/background01_widescreen.vtf'
If you opt out of the beta, it launches, but you can't really do anything. When you try to do something offline (training, etc.) there is a CD Key error. Anything you try to do online tells you that the Steam beta needs to be running to use Server Find. Those might deserve their own bug reports, I don't know.
I've tried updating Steam and verifying the game cache. Still no dice.
