Yes, it's https://support.steampowered.com/newticket.php but I do it from steam client screenshot above.
From browser Google Chrome files which names contains spaces added fine.
Example file name: "Screenshot from 2013-01-07 21:36:26.png"
How do you load it inside the client? When I go to Steam Support on the help menu, it loads in Firefox.

Odd, I can select files with spaces, although I have used it in the past on other web pages. If you go to your profile can you select the screenshot image as your profile image (you don't have to actually set it, just see if the file-open dialog lets you pick it)?
@gdrewb-valve When I try select profile image I have same issue.
