The overlay doesn't do any rate limiting. It will slow things down when open, but the game is still in charge of flipping.
I get exactly 75.0 FPS. Normally i get ~800.0FPS o.O
I've also seen something similar, when the overlay is open, FPS are drastically reduced to below 15.

@x.XFlorianXX, can you enable vsync in the game and see what your FPS is without the overlay? 75 FPS is not a normal vsync rate for an LCD (which you may or may not have). Also, if you run windowed (if you aren't) how does that affect FPS with and without overlay?
It's definitely expected that your FPS will drop with the overlay open, so that in itself is not a bug.
With VSYNC I always get 60 FPS, windowed mode / fullscreen reacting the same.
I tested it now on de_wanda (big map, low fps). Had always ~150FPS, with overlay ~60FPS.
However on a crap map with ~1400FPS without overlay i had exactly 74/75 FPS with overlay the whole time too,
so not sure now.
It may just be the perf loss due to the overlay happens to drop you to those numbers. I'm not sure there's a problem here (other than ideally the overlay would have a lower impact, but there are inherent inefficiencies in the mechanism it has to use since it's applied to the game instead of being build into the game).

I also have this issue, although it doesn't seem to be limited in any way, just a huge performance decrease. It would be good to update the title to "Steam overlay performance issues" to be more appropriate to the collective issues we are having (since we can't create duplicates).
I get something like 7-13 FPS when overlay is active, otherwise I get no performance decreases (at least in HL2DM Beta). This issue currently renders the overlay useless for me.

I do not know if this is same issues. In all games I have 60 fps (I am using vsync), but when doing for example screenshot (F12), may framerate drops to 30 fps, until notification that screenshot have been made disapears completly, and then i go back to 60 fps. Fully reproductible. In TF2, CS:S, CS.

Cheers for the move Drew, I have noticed this, but just assumed it was locked to my refresh rate.
I have noticed that even though I have Steam Community Disabled, I still get achievement notifications pop up in an Overlay, so an Overlay is still there, I alt-tabbed out of the game to show it on my desktop. Specs are in other issue.
Have we got anywhere with this?
I have been digging today.
If I run CSS in a window, the FPS aren't locked to 75 but is really jerky.
Adding a link to glxgears shows the fps in the console stuck at 75 and using export vblank_mode=0 and then running Steam via console, gets the FPS really high.
The Steam Community runs inside glxgears and shows it isn't locking to 75.
Is the fps actually locked to 75 in the fullscreen mode or is it lying? Is there another way to get the fps like fraps for windows?
Closing as general video driver quality from 2013 is no longer relevant.

(At Shift + TAB and when it says: blablabla is playing blablabla).
