Set Steam language to system locale for first time

For me it sets up as English for first time with ru_RU locale.

Can you give more detail on what you mean? What first time are you referring to?

Probably the first time when the cilent is started (right after fresh installation).

First time when client is started (when ~/.local/share/Steam is empty)

I had same issue.

(precise_amd64)xxx@yhyh:~$ env | grep pl
LANG=pl_PL.UTF-8

when I start steam, I have this warning

...
(process:21585): Gtk-WARNING **: Locale not supported by C library.
    Using the fallback 'C' locale.
...

And GUI and all text is in English, instead of Polish. I need to manually change it in settings.
