Could be an issue related to Mutter, but what happen when you try other window managers?
I haven't reproduced the issue on anything else as of yet.
I can't reproduce a problem here (using Unity).
I have only tested this with Kwin4 (in 4.8.5 and 4.9.x) and the window behaves correctly regardless of whether desktop effects are enabled or not.
Hmmmm. Maybe it is exclusive to Mutter and gnome 3 on the 12.10 platform.
I don't think my graphics drivers would have anything to do with it. It
self fixed then reverted back to the same issue previously.

This is unrelated to window managers: the same behavior happens without any window manager at all. It only happens when dragging the chat tab itself, not the window.
After discussion with other Steam team members it appears that this behavior is expected. It works the same way on Windows, where tearing off a chat tab gives you a small window to drag around. If you feel this behavior should be changed you'll need to make a feature request in the regular Steam forums.
When I move my steam chat, it condenses the window into a small icon as I drag the chat window. This is stupid because I can't see exactly where my window will be and what part of the screen it is taking up. If this was an intentional change, it was poorly thought through.
