Since, there are no save games in CS 1.6, this folder is useless. It gets created in all cstrike_* folders, including when you run the hlds server.
scandir failed:./cstrike_downloads/SAVE
P.S. Since IGA is gone, it still creates empty folder iga_static in cstrike folder, would be good if it was gone too.
