This is not a linux specific issue/feature-request.
In my opinion it would be really nice if steam would tell you when there are updates available so that you can update selectively or when you want. The old behavior could still be the default.
+1 to this, was just about to make a new issue for it.
It's especially nice for Linux users though because pretty much all of us use package managers, and downloading an update twice isn't really necessary.
