I decided to set STEAM_RUNTIME=1 and see what happens, since on the Steam forum it was said that any bugs that happen in this state need to be reported.
I have one major bug that happens in this state, and that's delayed sound in TF2. Sound file and demo attached below.
After the loud beep in the sound file, the sound which corresponds to the demo starts. Before the loud beep in the sound file, is a short recording of a multi-player game. The demo is one of me doing some stuff in training mode.
I'll briefly describe what happens...
The DUUUUMUUUUU sound that happens when you start a Valve game sounds fine. Sometimes the music in the menu has some high pitched popping sound.
For every sound that happens in-game, a fragment of that sound happens again about a quarter of a second or so later. This always happens, not sometimes.
Sounds also feel delayed sometimes (hitting a weapon against a wall yields sound a little late).
To reproduce the problem, I ran Steam with STEAM_RUNTIME=1, and then I ran TF2. I use the Steam Client Beta.

Here's the sound file (25.8 MB FLAC): http://db.tt/sgGCxVu1 The file is split in two by a loud beep, which occurs at 1m52s. The file is 4m43s long.
Here's the demo file (1.8 MB): http://db.tt/GSl28quU
