Happens when ia32-libs is installed on 64bit os version.
Doesn't happen in 32bit os version.
Happens to me sometime, but ... not only green, also a red screen.
I already played almost 2 hours on my 64bit OS with ia-32libs installed with no problem, it does not happen everytime (maybe only if I resume my laptop from sleep, but I'm not sure about it).

I have the green screen issue as well on 64bit Gentoo with multilib install.
I'm aware this is the Steam for Linux Github, but I thought I'd chime in that it's happening for me on 64-bit Windows 7, 13.2 Beta Drivers.
I have found solution somewhere in internet:
Game properties -> Set launch options -> Set to "-window -noborder"
It worked for me. Can't find source.

Problem Description:
I get a flat green screen at launch. I have to drop to console ctrl+alt+f1 then go back to X, alt+f8 to get the graphical overlay to come up properly. This is also now happening when I quick load a game but sometimes when it happens at quick load I can't drop to console and get the overlay to come back. Also noticed that quick saving does not work at all any longer.
Additionally sometimes when I try to quick load a notification popup appears, a circle with a cross through it. It looks like something from my notification daemon which is not the typical notification daemon. I changed my notification daemon due to similar problems in XBMC. My currently installed notification daemon package is simply:
This daemon has been the least intrusive of all notification daemons available in conjunction with Linux Mint 13. From what I understand it follows specifications quite succinctly. It is described thus in the package manager:

None known. Launched from Menu instead of Steam client and issue was worse. Was unable to get the graphical overlay to come up at all.
