Yes, it's all part of the app indicator stuff that is not part of steam.
This is an issue for me in Razor (with razor-panel, openbox as wm) in Arch Linux.
It's also an issue for a friend of mine in Awesome, using trayer in Arch Linux
iwe noticed that this issue is no longer present when you have any tab other than library selected.
Have Steam open on Library
Right click on steam in tray
Result = long delay to present itself.
Now change Steam view to Store/Community/Profile
Right click on steam in tray
Result = Menu presents itself instantly.
Must be something weird Steam is doing or cutting some corner cases @gdrewb-valve?
It's an app indicator implementation issue and not Steam, this is discussed in 673.

Issue:
When right-click is issued over steam tray it takes some time to show the menu, but it does then not react on mouse-hover. After few seconds the tray moves over to my other monitor to the top left corner and works.
