Try removing ~/.steam/registry.vdf
Sadly there isn't one.

Do you have a proxy or anything in the way?
Can you do this:
curl -#Of http://media.steampowered.com/client/runtime/steam-runtime-sdk_latest.tar.xz
If that works, try downloading the latest package:
http://repo.steampowered.com/steam/archive/precise/steam_latest.tar.gz
Remove ~/.steam ~/.local/share/Steam, and run steam from the latest package above.
Curl link works just fine.
Updated to the latest one, deleted the files. Same Result.
I'll just call it quits for now.
Last thing, can you run this command and post the results in /tmp/strace.log?
strace -f steam >/tmp/strace.log 2>&1

Alright, Ran strace. Hope it helps. Thanks for trying to help me out really appreciate it.
It kind of looks like it's having trouble writing files. The error message talks about being online if it fails to download for any reason, it's kind of silly like that.
Look at ~/.steam/root/steam.sh and see if it supports the --reset option. If it does, go ahead and use it. Make sure you have enough space in your home directory, about a GB or so. Make sure you don't have symlinks off somewhere else like to a Windows partition or something.
Are you still having issues? Did slouken's latest suggestions work?

The error is becoming quite disappointing. It seems that it needs to download the update and telling me steam needs to be online to update. But clearly my net is just fine.
Really haven't found any information on this. Especially for Linux.
Also deleting the folders and files.. Nada.
Even deleted and reinstalled.
