When messages from friends arrive and presumably other Steam notifications, it "pops under" the Cinnamon panel.

I've been testing this problem myself and it seems that the issue is Cinnamon and the notifications appearing based on absolute display availability, not the actual (what's not covered by the bar). This is also noticeable when you hover over certain control panel items. Screenshot included.

Any attempt to fix this may result in drastic changes when updating cinnamon. Suggest reporting bug to Cinnamon developers (I am.)

I can confirm your finding that other messages are under the panel as well. It may have been address in Mint 14, which includes a newer version of Cinnamon. I'll check that in a minute. I was so anxious to help with Steam that I failed to properly investigate this. I apologize!

Its not a problem. Please let me know if it's addressed in the newer version of Cinnamon. I'm poised to send them an email.

I've been thinking about this bug lately and I only noticed that it wasn't a Steam issue mere minutes before you posted this.

Just tested again on a fully up-to-date Mint 14. It's a Cinnamon issue.
