HL Beta not upgrading if you don't have the subscription

I don't own HL1, I just own CS/CZ, and the problem is that when I want to use the CS 1.6 Beta, only the CS 1.6 files are updated. HL1 beta files never get updated, so I am not running the latest beta code.
I have noticed that other people have the same issue, for example they are unable to use the new commands that were added in the last HL1/CS 1.6 betas, as these commands are in the HL1 binaries.

I tried steam://validate/70, it tells me that HL1 is going to be converted to the new content system. When I click ok, it says:
"Conversion failed (no subscription)"

I have the issue on both Windows and Linux. I already tried to delete appmanifest_70.acf, didn't solve the issue.

I think he was talking about the fact both need to be opted in. What he said might fix my issue as well though.
