I am a chinese ,my counter strike 1.6 is schinese vesion, there are four folder: cstrike ,cstrike_schinse,cstrike_download,cstrike_addon, which one's priority level is the highest?what the order is?which folder and what files will load first?

second question that,
if i put the maps folder into _addon , i can find the map in New Game,but i can't find it when a new map downloaded from server ,it be put in the _download folder.
is this a mistake or bug
