Have you updated Steam? Try to force the update (Steam->Check for Steam client updates).
In the first version they hadn't added support for that button yet, if I remember correctly.
Alternatively try to reinstall Steam, I think this should work (not sure, be sure to check that it is installed in your home folder):
rm -rf ~/Steam
rm -rf ~/.steam
Then download it from steampowered.com :)
I tried to force update and it turned out I already had the most recent version. After that I reinstalled using the link from steampowered.com. Still doesn't maximize. In case it makes a difference, when I click the button it changes from the minimize icon to the maximize icon and keeps switching as I continue to click it, but doesn't actually maximize.
Try to start steam via the terminal:
ctrl+alt+t to open the terminal.
Type "steam" without the quotes and press enter.
Click the maximize/minimize button and see if any message pops up in the terminal. If it does, post it here ;)

Nothing from terminal when I click the button. There is some stuff while the program is starting up, but I'm pretty sure it's normal. I can add it if required
The minimum size for the Steam main window is 900x600. So if you are running your monitor at a resolution of 1024x600, the Steam window is already BIGGER than a maximized window would be (due to any vertical window margin, like the Unity bar at the top of your monitor) So the window manager won't maximize it.
I debugged this a bit more and this definitely looks like a window manager feature/bug. We ask the window manager to maximize us but never get a resize event. If I make the Steam minimum height smaller, or the monitor resolution a little taller, then it works fine.

Maximize button works for me (Gnome Shell 3.6), but there are some warnings in WM's log (~/.cache/gdm/session.log) each time I click maximize "icon":
Window manager warning: Buggy client sent a _NET_ACTIVE_WINDOW message with a timestamp of 0 for 0x2800018 (Steam)
Window manager warning: meta_window_activate called by a pager with a 0 timestamp; the pager needs to be fixed.
Maybe there is a connection with @akibkhn's problem.

I'm using a HP mini 110 (I understand that this probably isn't the target market for steam) and the maximize button does nothing at all
