When the screenshot dialog opens (after I hit F12 and exited), It asks if I want to upload, I click Upload and another dialog pops up.
That dialog is not modal, so you can close the one that showed the present dialog. I did, and then the prompt froze but steam did not. So to get rid of the prompt I had to kill steam.
