I don't see slowdowns like that.
There's a thread floating around on the Internet about how you can change proxy detection for Windows and supposedly speed up the client browser, but I don't know of an equivalent for Linux.
Well, I'm glad that you don't see slowdowns gdrewb-valve, but I do.
There is obviously something wrong if the only thing affected by such slowdowns is Steam client.
Are you Valve employee gdrewb-valve? If yes, you should know that saying "I don't know" to a customer is not best PR strategy.
I would love to provide any additional information about my system and Steam behaviour, just please fix this, cause it's a pain to use Steam atm.
Saying "I don't know" is a much better strategy than lying and saying we have a fix when we don't. If we don't see a problem here at Valve it's much more difficult to determine what the underlying cause is, thus we comment on whether we can repro or not. As we don't have a repro right now we need to resolve that before we can start on a fix.
So, do you need any more data? I'd be happy to post some results / answer questions... Using Steam is still a pain.
No such problem under Windows 8 at same machine.
As this happens for some people on Windows also and doesn't appear to be a Linux-specific problem this issue was sent over to the main Steam team. This issue is being held open pending their response.
If Windows is working on the same machine you might look into whether there are any networking or proxy configuration differences between the two operating systems.
In Windows I had to uncheck "Automatically Detect Settings" in Internet Option > LAN, otherwise I can't connect. Everything else is default on both systems. Changing DNS servers to Open DNS or Google DNS (on both Windows and Ubuntu) doesn't make any difference.

I've noticed that everytime I change a page in discussion or try to move from Library to Store or any other part of Steam it takes literally 20-30seconds to load when at same moment it's pretty much instant when I'm using Google Chrome to surf through Steam content.
Happens in Ubuntu 12.10 and 13.04, Unity and Gnome Shell.
Everything updated to latest versions from official Ubuntu repos.
60Mbit connection with no packet loss (tested with MTR).
