I'm using latinamerican keyboard layout and can't use these characters in the chat or in Friends tab in settings to change my name. Ingame I have no problems.

Your system info shows a system language of English, is that correct? That might be limiting your input. If you switch your system locale to Spanish do things work?

Yep, adding es_AR to my system locale fixed the issue.
