Steam is only able to recognize new drivers that are available via the packaging system. It will tell you when your current driver can be updated to a new driver present in the packaging system. It can't recognize new drivers that are available from the vendor's website.

When I try to check if there is a newer ati driver steam is unable to detect the driver used. But when I try enter the big picture mode it says that I have driver version 13.1 and I need to update at least 13.2 to enter the mode...
