Randomly when looking at my library or into the store, games will appear as uninitialized, with no name or icon provided.

I managed to get a screenshot of the last instance of it happening.

It appears to not be triggered by anything specific, I was unable to replicate it and get any terminal output.

I haven't seen it on the site without using the Steam Client, though. I -have- seen it with the client (and dismissed it as you did). Have you seen it without the Steam Client being the browser?
