This was discussed at one point, but I don't think anyone made an actual feature request to toggle it.
It should let the system make the sound bell. Some window manager use graphical effect to do so and the steam window just try to reinvent the wheel.
That would require Steam's windows being handled by the Window Manager ( #1040 ). For now, the feature request to toggle the bell is a quicker solution (and would benefit all platforms).

Has anyone suggested this to them for Windows as well? This is exclusively for the Linux client; suggesting it for Windows may get a ticket open in another system, too... and that feature would be replicated across -all- clients.
Also, if they do let Steam be handled by the Window manager, it might resolve that.
I think having a toggle in the Client would be a better option either way.
While this is just for the beta Linux variant of steam I would love a toggle for the steam bell on windows and Linux.
Especially when using bspwm window manager, actions that trigger the bell make multiple sounds. I.e. changing steam settings that then call the "steam must be restarted to apply..." cause many bell sounds where it would just trigger once for the same action on windows.

Steam client will make a "bell" sound, usually when displaying a warning or when the user tries to change focus with a modal dialog active.
There is no obvious option to mute this sound.
