Confirmed on openSUSE 12.2 with KDE 4.10.0
This is working correctly in Unity. We switched to a PNG, that might be the issue. The KDE maintainers would be the best people to comment.

Kicker (KDE's bar) should support .png.
Wonder if it's something stupid like supporting .png but not .PNG.

I get this line when I reload Plasma:
plasma-desktop(3715)/plasma StatusNotifierItemSource::refreshCallback: Wrong IconThemePath "/home/robin/.local/share/Steam/public" : too short or does not end with 'icons'
plasma-desktop(3715)/plasma SystemTray::DBusSystemTrayTask::syncIcons: Wrong IconThemePath "/home/robin/.local/share/Steam/public" : too short or does not end with 'icons'
I think it belongs to this.
I think we have a fix for this, which should be in the next beta.
I can confirm this, I get the same error in .xsession-errors as @Trech did.
What I find really annoying is that left-click on the icon does nothing (should open the window), and the right-click menu takes several seconds to open.
(Adding "export STEAM_FRAME_FORCE_CLOSE=1" into /usr/bin/steam fixed the no-close bug, which is great.)
With the last release in repositories the icon is showing again... and it's nicer, i think
Closing...
Nothing extracted yet.
Since last Steam update, there isn't icon for Steam in status bar in KDE. It's a regression, in the past Steam in KDE have the same icon until it was fixed.
It's only this, everything is working exactly the same until this update:
