Do you have VSync enabled? Try to disable it in game and nvidia driver too.
I tested with and without VSync but it doesn't make a difference. But "Low Video Quality. Helps with slower video cards" made a normal framerate in-game in HL and CS:CZ (I don't think a GeForce Go 7300 is a "slower video card" for Gold Source, but...). I don't view slower graphics with that, i don't know what is doing that option.
However, other thing are the menus and the loading time. In Half Life is a bit noticiable, but in CS:Condition Zero is dramatically. I have to wait 10~20 seconds to open the window options since i click on it in the main menu, and more than 5 minutes to load a map. Sometimes, like when i click to open the option window in main menu, when that click have a sound, it repeats 5, 10 or nearly 20 times until the window opens every time i click on it. In-game, when i open the first time the buy menu (or its sub-menus) i have to wait too 5 seconds at least. It's very annoying, and i can't play with those loading times. In Windows i have to wait only a few seconds to load a map with the same computer.
I don't know the reason, If a newer NVidia driver have best results, or if using a NTFS partition make a difference in load times. I have to reinstall all KUbuntu to the new version and i will install new drivers instead, but at the time i have these problems.
I was testing some things and i have some new and important information:
I want to reinstall all the system with all linux format partitions, but for now, the problem is here.
I experienced another bug with install two different Gold Source games in two different library locations, but i think it is for other different report.
Try at least update your kernel. It's very old.

I don't know if NTFS compatibility in Steam would be better with a new kernel (i guess yes), but in this case my system don't fit the base requeriments to test Steam. If i upgrade the system soon, i will test again this, but they are Steam developers who have to check if the only solution for this problem is have an updated kernel and they have to update the requeriments in this case.
Installing Linux software on a NTFS partition is very uncommon I guess. I don't think this a steam problem but of slow ntfs drivers on your linux system. How is the performance of your NTFS partition if you copy files from your EXT4 partition? The other way around may be interesting too.
@hackgrid I don't think it's a uncommon solution to have a shared partition for documents and more with a Windows O.S. in the same computer. Also since i use Linux, all distributions i installed suggest me to have three partitions at least, and with the NTFS support it's an option, although it have some problems in some cases yet, and probably in the next reinstall i'm not going to use it anymore.
Anyway, other games in Steam like Killing Floor and many others don't have this problem with the loading times, only Gold Source games i tested.

Maybe i can do another test with the same computer with an up to date system, but i need some time. I'm going to upcoming tasks but maybe need some weeks or months. I don't think it's a problem with a four years ago issue.

First: Half Life, Counter-Strike and Counter-Strike Condition Zero work flawlessly in Windows in the same PC in my desktop resolution and other games like Killing Floor works well in Linux.
I tested all Source Gold games i owned in Linux but all of these works with and low framerate and are unplayable. I have KUbuntu 12.04, and i tested the game with and without desktop effects without differences. But loading spend a lot of time too, compared with the windows versions.
Also, i can't change the resolution in the games. I can only have the desktop resolution (1280x800) but in windows works perfectly in that resolution.
I don't know if other people have same problems.
