same basic issue here, and when I press "Quit" it says "Exiting" then opens in offline mode. I got around the connection error by reinstalling steam, but that only worked until reboot. (Arch Linux 64bit KDE)
randallm, did you ever enter offline mode manually (via the menu?)
Can you check ~/.steam/registry.vdf, and check for this key:
HKEY_CURRENT_USER\Software\Valve\Steam\Offline
See if it set to 1.
As for the crash, I will try to reproduce that here.

If you're talking about entering offline mode through the Connection Error dialog box, I have.
cat .steam/registry.vdf | grep Offline
Reveals that Offline is set to 1. Changing it to 0 manually caused a steam update to trigger, but the issue still remains.
Problem appears to be fixed after a complete reinstall (manual deletion of .steam and .local/share/steam folders)
I'm trying to reinstall Steam (for the 4th time) to see if it helps.
I'm experiencing this issue, as well... Perhaps this isn't a "closed" type of issue, since it seems to hit several users pretty hard.

Launching steam causes a "connection error" popup to appear. Steam starts in offline mode just fine, but when I try and "retry connection", the client launches for ~1s and then crashes immediately.
