I had 13.1 + patch to make it work as a module

Now I tried the new 13.7 beta from edge repository

I had before easily 150-200fps on CSS source with 1920x1080 and almost all features the maximum

Now my fps is around 60 and even below that!!

Amd what's wrong?

You probably mean 13.2 beta 7, not 13.7 beta.

Yes you are right. Sorry.

Today I got some MESA updates via update manager and I rerun the css source and the fps is almost the same as before.

"Same as before" meaning back to ~175 FPS?

Dderi82 2013-03-11 github

The fps is about the same, but it gets lower than before. But this is very playable. Yesterday I had something like 60fps, almost constant but the play experience wasn't that smooth.

I still have the issue with the server that player models aren't loading for some reason...

You might already have this setting applied, but I've experienced a weird bug using the Catalyst drivers from the 12 series to the 13 series. Although this was in TF2, the same setting might apply for CSS.

I had my FPS going single digits to smooth from changing the settings in filtering from bilinear filtering to AF 16x. Might be worth a try. I have tried this on 5770 and 7850. Keep VSync off, Multicore rendering off, No HDR/Bloom and AA off. After that I was able to crank up all the settings from medium to highest quality.

There are newer drivers. And I have newer card. This should not be an issue.

Nothing extracted yet.
