If you disable compositing, does the result change?
Negative. On this test run I cornered the chat window on the desktop so it couldn't hide. No interactions at all. I couldn't highlight. Couldn't click the close button. Couldn't move it around. Couldn't do anything with it. So I just killed the steamapp.
Similar issue, Arch Linux x64 too but with xmonad. Had worked fine until some recent update two-three weeks ago.
Chat window is "semi-interactable": Chat field is accessible, writeable and the window will properly update on in-/outgoing events, but it cannot be resized (if I force that with xmonad, only additional black space appears), I cannot scroll, nor select, copy or click on anything in the chat log.

The chat dialog window (or sometimes even the main steam window) is inaccessible , it feels frozen , but it is really not if you keep clicking it on the menu bar it will be start to work again and you can move around the chat window.
sometimes I also have the problem above , where the chat window is "semi-interactable" i can chat but not move around the window or minimize.
This only happens with E17 for me.
I use E17 as well but just an FYI, if you click on the chat window in the task bar (where it has the icon + username you're messaging) a few times it will enable the window so you can type into it. I found this out on accident. Just leave it open and every tabbed chat window you open will be enabled as well.
I use I3 and typing in the chat window is possible. Simply mousing over it activates it and the text entry is active. However I cannot close or resize the window normally. mod+shift q will close it.
Does anyone have a reasonable workaround for this, yet? I was using steam is my primary chat until it went all black-box-y; now, I'm forced to start a game if I want to chat with anyone.

Issue:
Chat window cannot be clicked once spawned from friends list. Cannot chat with others.
Chat window will also move to background if clicked.
Expected Results:
Able to open chat window via friends list and communicate with friends.
Using Enlightenment E17 on ArchLinux 64-bit with 32-bit multi-libs. Compositing enable with OpenGL HW acceleration and no-tear fixes. No remarkable errors found in console.
