Can you please provide screenshots so we have a better idea as to what we're looking for/at?
The floor is caused by amd drivers 13.2 but the texture stretch seems to be tf2 related.
Have this issue to intermittently. I am also using a APU but with the 13.2b6.
Here's another one. Would guess a index is perhaps off by one and unrelated vertex are being used to generate a primative that shouldn't exist.
Also found that it is intermittent on most maps. However i played on cp_orange_5 which only contains primitive brushes and it ran perfectly.
Same issue here. Also running a graphics config due to poor AMD driver performance (dx9frames). I've noticed this issue on cp_foundry, pl_goldrush, and pl_thundermountain so far. Haven't tested all of the maps, because it's literally unplayable because the texture covers most of the map and I can't see anything.
I'll also give my system information and what the TF2 console output when this happened (although I don't know if it'll be of any help or not). There wasn't any output in the terminal window that seemed out of the ordinary, but if I need to get anything from it, I can try and do that.

Rays being cast from weapons seem to strike the out of place geometry. Something is being decoded incorrectly.
Closing Loose ends. Seems fixed.

Hard to explain but on some maps like pl_badwater and arena_nucleus textures seem to corrupt and stretch right across the map which obviously effects both play and fps. Seems to be connected to transparent textures in some way. I haven't encountered this on any other source games.
Should also point out due to TF2 being generally horrible to AMD drivers i have used Chris's highframes config.
