I'm using AMD too, so I can't make a comment on that, but I do have the same problem in Windows, and with any game, Source or otherwise. I don't think this is anything that Valve has any control over. At best it is AMD, at worst it's a fact of life.

"It renders every game unusuable because of performance decreases."
Did you read that line? I currently max any game I've thrown at my rig in Windows (except for Crysis 3 which I have to run in high settings only). Full Antialiasing and everything.
This problem is linux-specific.
I didn't read the line where you said you maxed them in Windows, but I suppose I should have assumed that, otherwise you probably wouldn't have submitted this report, my mistake. I would bet it's an AMD issue.
This is still a pretty big issue. It's a Linux issue with AMD's drivers on Linux, and probably to an extent Linux itself.
Same problem here with a HD 5xxx. ATI obviously keeps denying to do it's homework.
All ATI Linux users should flood AMD with rants.
But I second the idea of Linux being the problem in the first place. TF2 obviously has some serious bugs, too (Valve isn't very good at doing homework neither). And not just with Linux. When thinking of native Linux game performance like with Doom3, UT2004 or even Serious Sam - no, TF2 obviously IS a major issue in itself. I only wish Serious Sam 3 was released as non-Steam Linux version - I suppose they surpass Valve's Linux knowledge any day.
@dandelionbloom This isn't a forum, please try to keep your posts strictly technically informative and bugrelated. Also I'm very sure both Valve and AMD is working very hard on providing their platform and drivers to Linux.
I have a HD6850, and I have no performance problems in the orange box titles with the open source driver (mesa 9.2-devel). I play everything at 1920x1200 4xAF 4xMSAA, max details. I never tried catalyst, so I can't comment on that.
Closing as general video driver quality from 2013 is no longer relevant.
Nothing extracted yet.
This happens in all sourcegames I've tried, I think it is AMD-related. These titles includes:
TF2
HL2DM
CS: Source

Catalyst 13.1 (revision 2 of catalyst-dkms in ArchLinux repos)
