Okay so using the latest stable Cinnamon DE, if i have a chat window open and right click and select close, it will tell steam to completely close.

This seems to be fixed -- old versions of Steam didn't respect WM_DELETE_WINDOW so we fell back to XKillClient, but they added support for it.
