So, the issue is a following. When Steam is started in silent mode (by entering in the console steam -silent, for example), the screen is displayed a rectangular glitch in the upper-left corner. It disappears after closing Steam. Take a look at the screenshot (http://i037.radikal.ru/1303/af/fdefb77bac7d.png).
The glitch isn't persists when running Steam simply, without any flags.
Silent mode is a very convenient way to run Steam at startup, so it would be great if this issue will be resolved.
