What's your system locale set to? The Unity menu is not aware of the Steam language.

For Steam itself it's best to set your system locale to the language you want to use, as things like X Windows input is affected by the system locale and not Steam.

solved, Unity Menu steam icon havent polish subs, englush loce from ubuntu to be removed, os it use chinese ( but also it is not installed), so i install english language, but i dont set as default.
Now work.
