The shortcut for the in game overlay, default shift+tab, seems to only accept keys which are unmodifiable as the second key. For instance pressing "shift+x", or "shift+`" is seen as "shift+None". Similar with the number keys all are read as "shift+None". All keys tested which are not effected by a modifier such as the shift key were detected as normal by Steam.
This issue has affected me on Ubuntu 12.04, 12.10, and 13.04. I have also tested the Windows version to ensure it still functions as expected.

1 - Press shift+`
2 - Short cut set to shift+None
