It now points to http://steamcommunity.com/groups/SteamClientBeta/discussions while I realized afterward it should point to github (?)
I believe the intent is to manage all client issues in one place long term (as the Mac version of Steam and Windows version of Steam are doing).
Closing as the link isn't intended to point to GitHub (the idea is that Steam problems will eventually all be handled in one place).

In my client, updated today, clicking "report a bug" under Settings still takes me to the wrong location. It links to http://forums.steampowered.com/forums/showthread.php?t=2736889&page=11.
