In windows behavior when the "X" button is clicked on the main window is to close the window, but stay running (minimize to the tray). The window is no longer an option when I press alt-tab.

The current behavior that I am experiencing is when the "X" button is clicked on the main window that window just minimizes (not to the tray). The window is an option when I press alt-tab.

As breznak mentions this is expected behavior. Launching with STEAM_FRAME_FORCE_CLOSE=1 will get you the behavior you want.
